GENERAL DESCRIPTION OF POSITION

Provides the initiative, skills, and responsibility required to give a properly constructed and reliable electrical transmission system.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Plans, directs, or coordinates, usually through subordinate supervisory personnel, activities concerned with the construction of structures, facilities, and systems at project sites.  
  • Confers with supervisory personnel, owners, contractors, or design professionals to discuss and resolve matters, such as work procedures, construction schedules, and project management.  
  • Prepares and submits budget estimates, progress reports, or cost tracking reports as required by Project Management Framework.  
  • Prepares and manages budget items for this area of responsibility.  
  • Manages legal contracts with third party contractors.  
  • Interprets and explain plans and contract terms to staff, workers, and contractors.  
  • Inspects and reviews projects to monitor compliance with National Electrical Safety Code (NESC), building and safety codes, or other regulations.  
  • Studies job specifications to determine appropriate construction methods.  
  • Solicits assistance of other staff members to perform all work within their capability.  
  • Updates field drawings and design packets to reflect field modifications, in order to accurately represent "As Built" final conditions.  
  • Leads Pre-Construction meetings with Engineering, Operations, Safety Department, and Contractor personnel to share and transfer project knowledge between all project stakeholders.  
  • Advises personnel and member cooperatives' personnel, upon request, of facts relating to this area of responsibility and assist them in the performance of their duties in times of need.  
  • Instructs and trains personnel, and member cooperatives' personnel upon request.  
  • Appraises the performance of their staff, in accordance with the established plan, and counsels them regarding their growth and development.  
  • Approves, within the limitation of Cooperative policy, the hiring, promotion, and release or discharge of all personnel under their supervision subject to review, counsel and approval of the Manager-Substation & Transmission Operations.  
  • Keeps current on related technical developments within job responsibilities.  
  • Due to our obligation to provide continuous, reliable electric service to our customers, the ability to maintain regular and punctual attendance and the ability to work outside your regularly scheduled office hours when necessary is an essential function of the job.  
  • Oversees the planning, execution, and delivery of large-scale capital projects, ensuring they are completed on time, within scope, and within budget.  
  • Leads, mentors and develops a team of project managers, construction engineers, and analysts, assuring a high level of work quality and fostering continuous learning and growth.  
  • Collaborates with Transmission Planning, Engineering, Construction and Centralized Procurement to discuss and resolve matters such as standard operating procedures, project/construction management interfaces, and project schedule optimization.  
  • Maintain awareness of and compliance with applicable laws and regulations from various regulatory entities, internal policies, procedures, and directives. Ensure ongoing monitoring and timely incorporation of any changes to maintain adherence to compliance standards.  

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Civil Engineering (BCSE) or related field, plus at least 3 or more years related experience and/or training. 1-2 years of supervisory experience is preferred. Or equivalent combination of education and experience.  

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

  • Fundamentals of Engineering License
  • Driver's license  

PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS

  • Registered Professional Engineer in the State of Arkansas, or ability to obtain within 18 months

Specific vision abilities required by this job include close vision; distance vision; color vision; and depth perception. 

ADDITIONAL INFORMATION

  • Experience in transmission and substation operation methods and procedures essential.
  • Additional experience or knowledge in other electric utility operations helpful.
  • Surveying Experience with levels, transits, and total stations preferred.
  • Knowledge of National Electrical Safety Code (NESC), RUS Bulletin 1724E-300 and RUS Bulletin 1724E-200 helpful.
  • Must be able to travel to various locations throughout the state of Arkansas to complete work assignments.
